Cheers!

Hmmm... A "demand-dial" VPN that's based upon application instead of dest IP... This SHOULD be possible but I'm struggling with how. Let me look into it a bit more.

This might not be possible using in-box functionality on XP but there's a better chance on Vista or Win7 as you can have app-based rules. I know I could do an encrypted IPSEC tunnel just for Outlook between the client and the mail server but I don't think that the specified endpoint could be a separate server in that instance.

I almost think a "proxy" that uses an SSL tunnel, and then changing the outlook configuration to point to the proxy instead would be the best solution there.

It should be specifically noted that the security of any of these solutions is effectively thrown out the window if the end-users PC is compromised (if they click on one malicious link that the government in question tries to redirect them to).

These governments have a history of posting to the same online forums that the dissidents frequent and hosting "one-click-and-you're-owned/drive-by-download" malware or using XSS scripting vulns to take over control of the dissidents computers. (Booting from an alternate CD-based OS and posting to dissident forums and uploading photos from there isn't a bad idea; the key is to ensure that the alt OS doesn't have access to your data.)

This maybe a little late but this is straight forward enough to do. Just create a shortcut, on your desktop etc, that calls a batch file. The bacth file then calls the VPN software and sleeps until the tunnel is up before continuing to the Outlook launching stage.

How would the proxy know where to forward the traffic to? (mail server etc).

The best way to do it is to VPN to the same site as the mail server or just use an ssh tunnel to a intermidary box first.
